"I told the kids, 'You've got to make sure the dog isn't by the door when you open it. I try to remind all families of that," Scala said. "Most [dogs] don't get that happy ending." She is overjoyed Cesar was able to make it home, but is still hoping to find the individual who chained him up and abandoned him.
It is still unclear who did this to Cesar, but if found, the individual involved will likely be charged.
