"An independent veterinary examination revealed the horse, named Zack, was in extremely poor body condition. He also had a high heart rate, rain scald over his body, bleeding heels and withers and was severely lame," the SPCA posted to Facebook.

The local courts ordered Zack's owner to pay back the cost of his veterinary fees and to serve 80 hours of community service - but also allowed Zack to go back into her custody.

"We are disappointed she has not been banned from owning animals and that the court has permitted Zack to be returned to her," the SPCA posted on Facebook. "We have agreed to monitor Zack to ensure his welfare."

Unfortunately this story is all too common - animal abusers are often able to adopt and buy new animals, repeating their offenses again and again. Hopefully, in Zack's case, his owner has learned her lesson and will treat him with the care and dignity he deserves.
